Just four days earlier, Khrushchev had been removed from power. On Sunday, October 18, 1964, the day this photograph was taken, China exploded its first nuclear bomb. In a televised address to the nation that night, President Johnson promised that non-nuclear weapon states can be sure that, if they need our strong support against some threat of nuclear blackmail, then they will have it.
